WebPreferences document is created in the wrong space in NS

With the support for Nested Spaces, a forum is located in Forums/MyForum/WebHome and its WebPreferences document should be in the same space (Forums/MyForum/WebPreferences). Instead, it is created in Forums.MyForum/WebPreferences.
