A compiled Velocity template should not be associated to a specific VelocityEngine

It's possible to "compile" Velocity script thanks to XCOMMONS-800, unfortunately those compiled template, while not being tied to a specific context, are still tied to a specific VelocityEngine and two wikis can be two different VelocityEngine if they use different themes.
