When asking to install a namespace extension the plan might propose to upgrade a root extension

It's not exactly a bug since it has been made on purpose but after some thought I think it's dangerous and any action done on a namespace (other than the root namespace) should not "leak" on other namespace. In a case like this it mean failing instead of trying to upgrade the root extension.
