XML Content Formatting is not working offline and is a lot slower than it should be

    Description

      This is a regression introduced by XCOMMONS-434 which has two bad effects:

      • The XWiki Rendering build doesn't work when offline anymore
      • The XWiki Rendering build is too slow: it takes 12 seconds more than required due to the internet access it does to resolve the Docbook DTD during the tests
