Provide a repository handler based on XWiki filesystem format

Basically the idea is a to provide a filesystem repository handled which provide the same feature than the local extension repository (and refactor the local extension repository based on it).

Will be very useful for test (there is already a minimalistic one in test jars but without search support and not reusable in runtime).
