The default workspace template is not bundled with XEM by default

After installing XEM, the Workspace install step fails stating that there is no workspace-template.xar file attached to the WorkspaceManager.Install page.

This problem is cause because of the recent changes related to compatibility with the Extension Manager.

The workaround is to read the instructions and manually attach the xwiki-enterprise-ui-all.xar file that corresponds to the currently installed XEM version. Rename the file, before attaching, to 'workspace-template.xar'.
