Make sure CI jobs are executed with no internet connection to ensure the build works when offline

So the goal is to ensure that devs can build locally without internet connection, provided they have all the required artifacts in their local repository of course. Thus we should allow access to nexus.xwiki.org from the build agents but not to any "outside" IP.
