Backward compatibility cleanup script removes all excludes from master

    Description

      Our backward compatibility cleanup script currently delete all excludes from revapi. So in case of releasing a final version, it will also delete the excludes added between the RC and the final version.

      We need to improve it to only remove the excludes added before the RC.
