Use weblate discovery addons to automatically find new components

Right now when a translation file is added in a Maven module that didn't have one before, a new component must be manually created.

The purpose of the discovery weblate addons is to automatically detect new components on a specific repository following some rules, it would be really nice to have this: https://docs.weblate.org/en/latest/admin/addons.html#component-discovery
