Don't show the "Export as XAR" menu entry if the user doesn't have the Admin right

    Description

      Right now the Export code requires admin rights. Thus for now don't display the "Export as XAR" menu entry if the user doesn't have the Admin right.

      In the future, make it possible for non admins to export as XAR.
