Import a XAR without attaching it

The backend (filter module) is able to import anything but right now, before importing a XAR the import UI attaches it to the admin page, and since attaching a large XAR means storing it and requires an important amount of memory, we should refactor a bit the standard import UI to not attach XARs anymore before importing them.
