Separate Dashboard Application from the default dashboard (Dashboard.WebHome)

This way you could install the Dashboard Application, but not necessarily have the default provided Dashboard (with the default gadgets), since you want to replace it with your own.

In case you create your own Dashboard that you use in the instance, the default Dashboard is just dead-weight and could be removed (instead of overwriting it, keeping it, etc.).
