Introduce the concept of extension "project"

Many extension are actually modules of the same project and share the same versions and issue management among other things. It would be nice to have an official project entity to explicitly link them.

Something like http://extensions.xwiki.org/xwiki/bin/view/Extension/LDAP/ but official instead of a simple space home page. Also by default it would hold part of the versions metadata.
