Introduce configuration to override/set the default UI

It's generally not recommended but there is use case where you really need a different default UI that the one from the WAR and are confident enough modify it if needed at upgrade time. It's also in sync with XWIKI-15124 since automatic mode does not make much sense when you don't have an y default UI (the default).
