Menus with "current wiki" visibility not visible to local users on subwikis

To reproduce:

• Create a template wiki, install the menu app and create a menu entry with "current wiki" scope located "after header". Allow global and local users
• Create a new wiki based on the template
• Verify the menu appears in the new wiki when logged with a global user
• Create a new local user in the wiki, log out and log in with it

You'll notice that the menu doesn't appear anymore
