Bundle no CAPTCHA implementation by default (make the JCaptcha one optional)

We need to double check that the few places that use the CAPTCHA API in XWiki degrade gracefully when no CAPTCHA implementation is present.

The simplest example is to be able to consider "valid by default" a request where the settings require CAPTCHA validation (e.g. registration or comments), but no implementation is available.
