Add pagination for Comments

I propose to add pagination for comments and only actively display the last 10. This number could be configurable. Similar to the History tab, where only 20 versions are displayed at once.

Reason: When the comments section is used as a talk page and the page has undergone a lengthy edit cycle, the comments section can get very large. Normally only the last few comments are relevant as early comments will have been addressed.
