Allow admin to access the notification preferences of other users

    Description

      As an administrator, I sometimes need to investigate why a user is not receiving a notification. In order to verify that the notification should be sent in first place, I need to access the notification tab of the profile of this user, to see if the user has properly set its notification preferences. Currently, I cannot see that tab, and I have no way to see it.
