Upgrade 11.5 to 11.6.1 - Navigation Menu Missing / Distribution Wizard Did Not Run

    Description

      After upgrading from 11.5 to 11.6.1, the Distribution Wizard did not run and now the main navigation menu is gone. Downgraded to 11.5 and it works fine.
