Tomcat9 based Debian package does not use the right data folder

It does not have write right on /var/lib/xwiki/data so it fallback on Tomcat temp folder.

It's looks like it's working when installing for the first time but then you can end up seeing all your data being whiped out as temporary stuff. It also make a pain to upgrade from a tomcat8 install.
