Problem with reading non iso character from the database when using the XWiki MySQL WAR

In a wiki page type:

3200?

Flush the cache or restart
View the page. The ? is transformed to ?
Same for windows apostrophe (gotten from a copy paste from Word).

It would be better to encode these in the database, but previous versions of XWiki (M2, 1.0B3) did not have this reading problem.
Debugging shows it seems to be an hibernate/mysql issue of reading this characters
