Create a locale picker widget

ATM we have a locale picker in the Localization administration section for the supported locales and the default locale fields, but it's not easy to reuse this picker in other places (e.g. for selecting the default locale of a wiki page). We should extract the code from the Localization section into a re-usable local picker.
