Is it really necessary to suggest sub-languages in the localization settings

The sublanguages seem to have some effect on the search engine and xwiki behavior. It's not clear that suggesting sublanguages is very useful from a user point of view, at least for the languages that we don't have sublanguages available as translations (to my knowledge this is only the case of pt_BR which is more translated and pt)

We should discuss only using the main language level or only add specific sublanguages when there is a reason for it.
