Allow to set the lock timeout duration

We are using a lock property on the page to avoid conflict edition, and by default the lock timeouts after 1 hour. We're using a lock_timeout preferences for this, except that this preference cannot be set anywhere right now.
We should allow users to set a different value, either by allowing to set this in xwiki.properties, or by allowing to change it in the administration.
