XWiki returns invalid URLs when the server port is not defined (i.e. when it's 80)

Right now xwiki generates URLs with -1 as the port when the server port is not defined.

For example: http://wwwdev.xwiki.org:-1/xwiki/bin/skin/XWiki/NewOrgSkin/style.css
