Watch page switches are set off when editing mail settings

For some reason the watch page switches are automatically turned off in some conditions when using the email settings in administration.

Reproduction steps:

• On a fresh jetty/hsqldb demo
• Login with Admin user and go in administration
• Create a new user and put an email address to it
• Add this new user to the XWikiAdmin group
• Login with this new user
• Click on the bell to see the watch page switches: they should all be on
• Go back in administration and in Mail sending section
• Fill information for "Email address to send from", "Email server port", "Send wait time"
• Save changes
• Click on the bell to see the watch page switches

Expected result:

• switches are still on

Obtained result:

• switches are off, even going to another page still display them off

Note that for some reason, this behaviour does not reproduce when using the Admin user itself.
