Registration is still possible when right to register for Unregistered user is explicit set to deny

I've got fresh install of 1.5

With 1.5 it is impossible to do wiki withpout regisrtation – registration is possible in case, when rigth to register for 'Unregistered user' is explicit set to deny in Administration Page
