Allow to configure Velocity to not use any template when needed

Right now, thanks to XWIKI-3054 it's possible to specify the

xwiki.render.velocity.macrolist

. However specifying an empty string value will make the rendering use the default macro templates. We also need to be able to tell Velocity not to use any template if needed (I need this for example in some unit tests).
