Extend rights management to assign rights to create and delete spaces

Heya Folks,

When no users are allowed to see any space unless specifically granted access the current rights management is insufficient.

For instance with the panel 'Create' enabled users can create a new space, to which they will have no access ...

The rights management application should be extended so the following rights can be assigned in the 'Xwiki administration':

• create spaces
• delete spaces (which should also imply the right to rename spaces)

The panel 'Create' should be updated to only provide the option "New Space" when the right to create spaces has been assigned to the user.
