Officeimporter dialog file import option should be disabled when there is no OO server available

Currently the officeimport dialog on wysiwyg editor has two options: the clipboard import option and the file import option. The file import option requires a oo server setup on the server, which is not available in usual server deployments. We need to disable the file import option in case if there is no oo server setup present on the server.
