AJAX behavior broken in IE6 for documents with non-ASCII characters in the name

Looks like in IE6 accessing a link target with "anchor.href" automatically converts the URI escapes into their equivalent characters, but in a broken way.

Affected elements include: Tags, Comments, Attachments, Class and Object editors.
