Version 1.1 not available in document history when importing a xar with "Add a new version to the existing document"

Not sure where to put this, so I put it here.

Test case:
Wipe the database
start XWiki
import the enterprise XAR with default setting ("Add a new version to the existing document")
log in
navigate to WebHome and edit the page.
view history of WebHome
Notice 2.1 is oldest version shown, you can't roll back to 1.1, the oldest version is your modified version.
If you try to rollback to 1.1 manually (by specifying rev=1.1 in the URL) you will find it rolls back to a blank page.
