Downloading attachments should output ETag and Expires

as per XWIKI-5346, the DownloadAction now honours If-Modified-Since.

For a slightly greater safety, in particular wrt changed clocks, the same code should issue some form of ETag. Moreover, it should issue Expires and Cache-Control headers so that intermediate caches (typically corporate/school proxies) can store it as well.
