Failure to set rights properly after wiki creation

On a XEM based on XE 1.9 instance we have a critical bug with wiki creation. The wiki creation code fails to switch database and instead of saving the pref document in the created wiki it saves it in the main wiki and breaks the main wiki (no translations anymore and broken creation process).

We should remove the saving until this bug is indentified as saving is only needed for rights which has anyway the problem of XAWM-99
