Add possibility perform a non-backup import when creating a wiki template.

Currently, the wikimanager plugin automatically does a backup import when creating a new wiki template trough the method:

createWikiTemplate(String templateName, String templateDescription, String packageName)

It would be useful to have some control over that import process, specifically in allowing non-backup import.

The current usecase would be a global-users-only xem environment where the import would result in creating changes made by a local user.
