Wiki Macro should require admin right for WIKI scope

    Description

      Right now any user can register a wiki macro for the whole wiki which is bad and always been supposed to require Admin right (see http://platform.xwiki.org/xwiki/bin/view/DevGuide/WikiMacroTutorial). Just seeing now that it's not true.
