Can not register a wiki-level JSX even with PR

To reproduce, as XWiki.Admininistrator (user with PR), simply add a JSX to a page with visibility level "Always on this wiki"
The JSX is not executed on the current page or any other page.

However, if you register a JSX at page level, it works for that page.
