New workspace is not set up as workspace

When installing XEM with the Extension Manager (I mean turning a XE instance to a XEM instance), the Workspace Manager does not work properly. Newly created workspaces have no name and are not recognized as workspaces. Like in the workspace template there is a message: "the current wiki is not a workspace".

Mention that this behavior is not reproducable, when the Workspace Manager is shipped with the standard XEM installation (e.g. the .war and .xar file).

= Steps to reproduce =

• I took a plain machine and installed xwiki-enterprise-tomcat6-mysql with aptitude
• set xwiki.virtual to 1 inside the xwiki.conf
• used the Distribution Manager to set up the standard XWiki
• in Extension Manager i made an advanced saerch for id <code>org.xwiki.manager:xwiki-manager-ui<code> in version 4.2 and installed the extension
• installed the template for the Workspace Manager (and XEM)

-> everything works like a charme till here

• created a new workspace

-> the new workspace is not handled as a workspace (see screenshot)

• the workspace has no name in the navigation bar
• no translation
• and theres the same message as in the template
