DW does not kick in on newly created empty subwiki when upgrade all wikis has been selected during upgrade

During upgrade, the administrator select "Upgrade all wikis" to get the whole farm updated. Later, he create a new wiki without a template, or with an outdated template. The DW should kick in when that wiki is reached by an administrator.
