Perform checks when adding an extension to ensure that top level POM is not the commons one for contributed extensions

Most extension contributors forget to use the <developers> section in the POM and right now when there's no such info we default to "XWiki Development Team". This is misleading and will make users think it's a well-supported extension. It'll also reduce the credibility of the XWiki dev team...
