Be able to switch the interface language from any page without needing to have a translation

    Description

      Right now you can switch the interface language only if that page you are viewing has multiple translations.
      Supported languages: en, ro, fr
      For example if the page has two translations 'default' and 'fr' and I'm viewing the page I cannot change the interface language to 'ro'.
