Add support for installing and using the PDF Export Application in a sub-wiki only

    Description

      This issue has two parts:

      • the PDF export shouldn't use Docker by default, but the user's browser, because it doesn't require any infra setup (which is XWIKI-20144)
      • the dependency on Docker should be made optional so that the application can be installed by a subwiki admin and used only in a subwiki.
      • a global user with PR should be able to install and configure the PDF Export Application in a subwiki

      This probably requires XWIKI-19917 because we need to be able to configure the PDF Export Application per wiki.
