The platform encoding is still used instead of the xwiki.cfg one in a few places

    Description

      This keeps a dependency on the system encoding/charset, and although the places where this happens usually don't contain non-ASCII characters (mostly base64 strings), if the system is configured to use an encoding incompatible with ASCII (all 16-bit encodings), the whole wiki might fail.
