As a local admin I can't use macros that need programming rights

Tested on incubator with the macro http://incubator.myxwiki.org/xwiki/bin/view/Macros/jiraIssues

I am Admin on incubator and have a local user. I tried to import the jira macro from XWiki.org.
The macro gives "macro is not listed as a registered macro" if the visibility is "global" or "you don't have the rights ..." if visibility "user" or "current wiki".

You don't need a wiki restart as specified in XWIKI-5668. In order to make it work you need a global admin (on myxwiki farm, like Sergiu) to resave the page.
