XWiki.DeletedAttachments shows nothing when filesystem attachments are enabled.

    Description

      Because there is no public API for getting the references to all deleted attachments, XWiki.DeletedAttachments uses programming rights to query against the database for these attachments and unless they are stored by the database deleted attachment storage, it will not find them (there is no distinction between metadata and content for deleted attachments)
