the users, which are newly added to the selected group, can't be syncronized

when newly adding users to the selected group, these users can't be syncronized because the modified time of the user is before the last sync time so that the user will be by pass.

Solution: in UpdateContacts function, checking if there are some users which have not been added to local database, add them.
