Protected users should be immune from being considered spammers

It should be impossible to be considered a spammer when you're a protected user (known user or know group or admin right on the wiki or admin right on the page) and doing a modification.

Note that if a protected user saves a page that contains spam and that we don't cancel the save, it would mean a new revision and the spam is going to be lost.

What we propose is to do the following when a protected user saves a page with spam:

• Cancel the save
• But don't disable the user (and don't log its ip)
