Allow to have subwikis share the configration with the main wiki

To avoid having to set up the configuration for each and every wiki, it should be possible to share configuration values in a subwiki with the main wiki.

Currently a default wiki is created for every wiki. This should not happen for subwikis; instead the config should be shared from the main wiki by default and a local config only be used if explicitly set for the subwiki.
