Attach files to pages only if the "fileupload" option is activated

Currently, when doing a file import, the files are always attached to the created pages. However, in some cases, typically when the files are converted into wiki pages, there is no systematic need to attach them to the pages in addition. This task is about letting the user choose whether the files should be attached to the pages, or just used for conversion purpose.
