Empty lines are imported in documents called "WebHome"

Since the implementation of BATCHIMP-22 , the empty lines from the source files are now imported in documents called WebHome.
Before this fix, the missing document name was a mechanism that prevented importing empty lines from files, because they had empty document names - even if it was not intended as such.
In csv files empty lines are something quite hard to obtain, but in (some) excel files it's quite easy to have trailing lines at the end of the content that are empty.

This issue is about preventing such situation, and generally about having a way to skip lines from the source file that don't contain valid content - may be lines that are empty or contain unrelated data.
